He was the fourth son of John Grubham Howe of Langar in Nottinghamshire; his older brother, Scrope Howe, was a prominent Whig politician and was raised to the peerage as Viscount Howe in 1701. Emanuel Howe was appointed a Groom of the Bedchamber in 1689 as reward for his support for William III, and held the office throughout the king's reign. Howe was also given a commission in the 1st Foot Guards, and served in Flanders where he was wounded at the 1695 Siege of Namur. He purchased a colonelcy in 1695, and was Colonel of the 15th Regiment of Foot until his death. He was promoted to Brigadier-General in 1704, Major-General in 1707 and Lieutenant-General in the year of his death, 1709. He was First Commissioner of Prizes from 1703 to 1705, and envoy-extraordinary to the Elector of Hanover between 1705 and 1709, successfully overcoming the strained relations between the English and Hanoverian reigning families to keep Hanover in the Grand Alliance.

He entered Parliament in 1701 as member for Morpeth, elected as a placeman on the Earl of Carlisle's interest to support the Court Whigs, and in 1705 also represented Wigan. He is recorded as taking part in only one debate.

Emanuel Howe, 2nd Viscount Howe (1700-1735) was a British politician and colonial administrator. He was member of parliament for Nottinghamshire from 1722 to 1732. From 1733 to 1735 he served as Governor of the West Indian colony of Barbados where he died of disease. In 1732 he had encountered financial difficulties, and the Duke of Newcastle suggested he resign his seat and take up the Governorship which was worth around £7,000 a year.

His father was Scrope Howe, a Whig member of parliament. In 1719 he married Mary Kielmansegge who came from a prominent Hanoverian family related to George I. He is probably best known as the father of three sons who all served in the British military. The eldest George Howe, was an innovative army officer, killed at the opening of the Battle of Carillon in 1758. Richard Howe joined the navy, and rose to be an Admiral. William Howe became noted for his part in the capture of Quebec in 1759 and became a prominent soldier. During 1776-1778 his sons William and Richard commanded, respectively, the British army and naval forces in North America during the American War of Independence. They simultaneously served as peace commissioners to the Second Continental Congress. Richard Howe later won greater fame on the Glorious First of June in 1794.

Emanuel Scrope Howe, 2nd Viscount Howe was born circa 1699.1  He was the son of Scrope Howe, 1st Viscount Howe and Hon. Juliana Alington.  He married Mary Sophia Charlotte Kielmansegge, daughter of Johann Adolph Graf von Kielmansegge and Charlotte Sophia von Platen-Hallermund, Countess of Darlington, on 8 April 1719. He died on 29 March 1735.1
    He succeeded as the 2nd Viscount Howe [I., 1701] on 26 January 1712.1  He succeeded as the 2nd Baron of Glenawly, co. Fermanagh [I., 1701] on 26 January 1712.1  He held the office of Member of Parliament (M.P.) (Whig) for Nottinghamshire between 1722 and 1732.1  He succeeded as the 4th Baronet Howe [E., 1660] on 3 July 1730.1  He held the office of Governor of Barbados between 1732 and 1735.1
