Francis Clifford, 4th Earl of Cumberland was born in 1559.3 He was the son of Henry Clifford, 2nd Earl of Cumberland and Anne Dacre.2 He married Grisold Hughes, daughter of Thomas Hughes and Elizabeth Dwnn, circa March 1589.3 He died on 21 January 1640/41.1

Francis Clifford, 4th Earl of Cumberland held the office of Member of Parliament (M.P.) for Westmorland between 1584 and 1587.3 He held the office of Sheriff of Yorkshire in 1600.3 He held the office of Constable and Steward of Knaresborough in 1604, jointly.3 He held the office of Member of Parliament (M.P.) for Yorkshire from 1604 to 1605.3 He was invested as a Knight, Order of the Bath (K.B.) in 1604/5.3 He succeeded to the title of 4th Earl of Cumberland [E., 1525] on 29 October 1605.3 He held the office of Custos Rotulorum of Cumberland between 1606 and 1639.3 He held the office of Lord-Lieutenant of Cumberland between 1607 and 1641.3 He held the office of Lord-Lieutenant of Newcastle-on-Tyne between 1611 and 1639.3 He held the office of Lord-Lieutenant of Westmorland between 1611 and 1639.3 He held the office of Lord-Lieutenant of Northumberland between 1611 and 1639.3
