Frank is the son of Drewry Staton Lacey and Ruthie Margaret Watkins. He is one of six known children: Mahailia, Frank, Ethel, Lucy, Oscar, and Hettie.

He married Lucy Irene Cox (1900-1983). They have two children: Oliver and Earline. It was told to me by a relative that Frank died as a result of a fall while picking peaches. He fell on to a picket fence.
