The Kobler/Kabler/Kapler's were with the 1717 immigrants during their time in England while they were awaiting transport to the colonies. They were among a handful of the Germans that petitioned to be returned to Germany during their wait and did not cross with the main group. When the petition was unsuccessful, they later found passage to the colonies and arrived in 1719, however since they left Germany with the 1717 group, they are considered part of the cohort.
My source for the above info is 'The Germanna Record #18: The Second Germanna Colony and Other Pioneers' by John Blankenbaker. This information is relayed in Part 1 of the book in the section called "The So-called Fifth Return Party". It explains why they weren't on the 1717 immigration record in Virginia. They all did not arrive in Virginia at the same time, but they all left Germany at the same time.
