Johann Nepomuk came from the noble family of Harrach , was a son of Franz Ernst Count Harrach (born December 13, 1799, † February 26, 1884 in Nice ), a major industrialist of damask and linen weaving in Janowitz (Rymarov), founder of Franz-Ernst -Hütte of the ironwork Altendorf (district Römerstadt), and grandson of Ernst Christoph Earl of Harrach (born May 29, 1757, † December 13, 1838), owner of Janowitz, a brother of the physician and Johanniter Karl Borromeo Count von Harrach (1761- 1829). On August 2, 1856, he married in the first marriage Maria Margarethe von Lobkowitz ; in the 2nd marriage Maria Theresa Thurn and Taxis (born March 7, 1856 in Prague, † July 20, 1908 in Bruck an der Leitha), last Oberhofmeisterin the Empress Elisabeth of Austria-Hungary .

Johann Nepomuk Graf von Harrach had been a member of the army in the Empire of Austria since the 1848-1849 revolution and fought against the insurgents in Hungary. After his resignation in 1855 he became the administrator of his landlord estate in Puchlowitz (district of Hradec Králové ), since 1861 president of Königgrätzer and Tschaslauer, since 1869 also the Taborer Kreisverein and 1865 Bohemian member of parliament. In addition to his many activities in cultural life, he was elected to the Reichsrat in 1870, was from 1873 to 1885 Reichsratsabgeordneter for the rural communities Hradec Kralove , Jermer , Náchod , Opočno , Bohemian Skalitz and Neustadt and since 1884 a hereditary member in the mansion (Austria) . Following the electoral success of the Young Czechs , Johann Nepomuk Graf von Harrach withdrew from political life and emphatically promoted Czech cultural life. He was chairman of the Association for the Development of the National Theater in Prague and awarded prizes in support of the Czech Opera. He was also a member of the Matice česká Board of Trustees, wrote books and worked for several years as a board member of the Slavie Bank.

His last resting place he found in the Harrach Tomb to the Holy Cross in Horní Branná .
