Origin of the surname Kagan is Kaganovich. Kagan is a variation on Cohen. When Israel emigrated to South Africa, he called himself Cohen, but there are references to him either as Kagan (e.g. Riva's wedding invitation) or Cohen. He seems to be the only one in the family to use the Cohen name; all the rest of the family seems to have used only Kagan.
