Jacob was born in 1797 in New Salem, Virginia (present day Salem, West Virginia). He was the son of Thomas Babcock and Martha Davis. Jacob's grandmother was named Lydia Maxson, his wife was Lydia Maxson and the wife of his son, Jacob Jr., was named Lydia Maxson.

His family moved to Ohio in the early 1800s and he stayed there as an adult. He married Lydia Maxson in 1817 in Greene County, Ohio.
