Note: the 1860 Ashe County Federal Census shows John Garvey living with his son but indicates that he is "insane"; the line where his place of birth should be is conspicuously blank, perhaps because he cannot answer the question but also possibly because he was not born in North Carolina since if he was, his son would likely have told the Census enumerator so while all the other ditto marks were being made.
Updated 12/14/17: The 1880 Federal Census shows John's son Obediah in Phillips, Kansas. Obediah's father's birthplace is listed as "South Carolina". Since there are numerous other listings of "North Carolina" on the same page it is unlikely that this is a mistaken citing of South instead of North. So, it appears John was born in South Carolina.
