Jose Dira Avelino received a BA degree from the Ateneo de Manila, a Bachelor of Laws from the University of the Philippines, and a Master of Laws from the University of Santo Tomas. He was admitted to the Philippine bar in 1936.
Avelino was a municipal councilor in his hometown of Calbayog from 1917 to 1919. He served as representative of the first district of Samar until 1928. He represented the ninth senatorial district for two terms. He served as Majority Floor Leader, Senate President Pro-Tempore and later as Senate President. He is known as the "Father of the Philippine Workmen's Compensation Law".
Avelino retired from public life and devoted himself to the practice of law until his death.
