Justin had a successful business of manufacturing horse collars and made heavy draft harnesses. He was awarded first prize at the Utah Territorial Fair in Salt Lake and his horse collars were considered second to none in Payson and throughout the entire area. His motto was: "The best is always the cheapest" and "A satisfied customer is the best advertisement." He later studied law and real estate. He served a mission in San Francisco and was Conference President over the San Diego area. He had left a thriving business and wife and 2 young daughters to answer this assignment. His wife died a few months after his return. He married Annie Jones, a local school teacher in 1900 and they had 4 children. Justin was prominent in civic affairs and was mayor of Payson in 1904, for 2 terms on the Democratic ticket. During this time he had trees and grass planted at the Payson City Cemetery. He also enlarged the electric plant's capabilities. He deeded part of his farm to Payson City for a park. Mayor Loveless was openly criticized when he stopped the long tradition of baseball games in Payson on the Sabbath Day.
He loved beautiful music and poetry. He served as a Bishop for the Church of Jesus Christ of Latter-day Saints for 19 years during which time he oversaw the construction of the Payson Fourth Ward building..
