Luis Prince Cilley was born on 7 March 1867 at Mercedes, Uruguay.3,2 He was the son of Commander Greenleaf Cilley and Malvina Vernet. He married Anselma Sarah Hernandez, daughter of Rafael Hernandez and Anselma Serantes. He was buried at San Isidro, Buenos Aires, Argentina. He died in 1941 at Buenos Aires, Argentina.
Luis Prince Cilley was also known as Lewis Vernet Prince Cilley. He was graduated in 1887 from Maine State College at Orono, Maine with a bachelors degree in Civil Engineering.
He came to the United States in 1882 and entered the Maine State College, graduating as BCE in the class of 1887. He returned to Buenos Aires that year and entered the railway employ of the Provincial government as draftsman, rose to the sectional engineer and chief of section one, at La Plata. He was on the construction of the line from Nueve de Julio to Trenque Lauquen as first assistant engineer. He later was one of the commissioners to survey the boundary between Chili and Argentina.
