Biography
Kelland was chosen with his father to represent Totnes in the third Exclusion Parliament, but neither left any trace on its records. If he reached Oxford in time, he probably voted with the country party. He was not re-elected in 1685, when Sir Edward Seymour resumed his seat. His answers on the repeal of the Test Act and Penal Laws were negative, like his father’s, and he is not known to have stood again. He was buried at Ashprington on 5 July 1695. His only son never sat in Parliament and died unmarried at the age of 22, but his brother-in-law, Arthur Champernowne, was returned for Totnes in 1715 and his nephew Kelland Courtenay in 1734.
