Deceased Name: Major General Frank L. Winn
Palo Alto, Cal., Feb. 24 (AP). -- Maj. Gen. Frank L. Winn, 76, retired army officer, died today. The general, born in Winchester, Kentucky, was cited for gallantry in the Spanish American War in Cuba and the Philippine insurrection, and the World War was decorated by both the American and French governments. Interment will be in Arlington National cemetery.

Frank Long Winn was a graduate of the U. S. Military Academy at West Point, Class of 1886. He fought in Cuba in the Spanish-American War, against insurgents in the Philippines, and in France as a division commander in World War I, and was several decorated for gallantry in action.
