Born in Lingayen, Pangasinan on June 2, 1889; the son of Judge Florencio Garcia Goyena and Francisca Cabreros; attended the Victoria English School at Hongkong, the Anglo-Chinese School at Singapore, the Liceo de Manila and the Manila High School, at Manila, where he graduated in October, 1910, and enrolled at the College of Law, University of the Philippines, graduating with the degree of LL.B. in 1914, together with Secretary Yulo, Secretary Vargas, Judge Alexander Reyes, Judge Jugo, and other classmates of his, and was admitted to the practice of law immediately after passing the bar examinations the same year. He was an instructor in the Philippine Law School from 1915 to 1918, and in 1919 he organized the National Law College with Judge Crossfield as its dean, and he was part owner and legal adviser of the same until, in 1921, he sold his rights and interests therein to the University of Manila, and joined the law firm of Judge L. M. Southworth as partner. He has been continuously engaged in the practice of his law profession since 1915, and is at present professor of civil law review, property and contracts and obligations, in the Manila Law College. He is a Methodist Episcopalian by religion.
