Mifflin was born in 1813. He was the son of Joseph Palmer and Esther Leonard.

He and his wife converted to the LDS faith and moved to Utah in 1861, where they spent the rest of their lives.

They had eight children, as described in Wagenseller pp 121-124:

   Phoebe Couch Palmer b 9 Jan 1840, m 1861 John G. Shaffer, no children, res. SLC UT

   Eliza Evans Palmer b 24 Nov 1844, m 1867 Edwin Frost, 5 children, res SLC UT 

   Alphonso Morris Palmer b 19 Feb 1847, m 1868 Mary Frost, 12 children, res Taylorsville UT 

   Sarah Buthula Palmer b 30 Jan 1851, m 1872 John C. Sharp, two children, res Vernon UT 

   Laura Irene Palmer b 28 Oct 1857 Reading PA, d 2 Oct 1858 

   Esther Palmer b 17 Jul 1860 d 21 Jul 1860, Reading PA 

He passed away in 1903.
