He was born in Sykesville, Carroll County, Maryland, Nov. 2. 1833. His parents were Henry and Charity (Scheinflew) Carter.

Henry Carter (his father) was a farmer by occupation. He was widely known in his day and a leading man. He removed from Carroll County to Frederick County, where he purchased a farm known as "Howard's Paradise," in Liberty District. This place contained 180 acres and is now owned by the widow of Milton Carter. Here, Mr. Carter died about 1858, aged about 62 years. He was not connected with any church. Mr. Carter was married to Charity Scheinflew. She survived him until 1895, dying in Frederick City at the age of 94 years. They were parents of eight children:

He became a successful and prosperous agriculturist, and was a man of prominence in Liberty District, progressive and greatly esteemed by the community. In 1875, he retired to the village of Liberty, where he resided until his death, which occured May 27, 1899. His death was regarded as a distinct loss to Liberty and its vicinity.

Mr. Carter was all his life a supporter of democracy and its principles. He was not connected with any religious body.
