Moses McKinley born 1850 was a farmer living on the banks of the Mangere stream at Kaitara Whangarei. He was the owner and occupier of allotments 1,2,3 and 6 of the Parish of Kaitara. For a long time Moses had sued the County Council for damages for failure to clear Willows in the Kaitara stream, and thus causing damage by flood. With his persistent representations to the Council he had become known locally as "Moses Willows".
