About Otto Johns Scheerer
Otto was a German immigrant who would be appointed Benguet provincial secretary in December of 1900. Upon his return from Japan in 1907, he became Lt. Governor, then the first Governor, of Batanes. He held this position until January of 1910. He founded the UP Institute of Linguistics. He would teach the German language at the UP from 1911 until his retirement in 1929. He would become head of the Department of Philippine Languages in August of 1924.
