Perry is the son of Squire Harrison and Mary Coleman Shelton Latham. He married Annie McGehee on Jan. 22, 1866. He was a Union Civil War veteran.

He Enlisted in Company C, Kentucky 25th Infantry Regiment on 01 Jan 1862. Mustered out on 13 Apr 1862. Transferred to Company D, Kentucky 17th Infantry Regiment on 13 Apr 1862. Mustered out on 23 Jan 1865 at Louisville, KY.
