Phoebe Bailey was born in 1686 in Elizabeth City County, Virginia Colony. Her parents were Robert Hancock, I and Johane Ligon Hancock.

Phoebe married Nicholas Giles. Together they had the following children: Nicholas Giles, Jr.. born 1700

Phoebe married James Bailey in 1705 in Albemarle, Virginia. Together they had the following children: Jonathon Bailey;b. 1705 Samuel Bailey. b. 1715

Phoebe married Thomas Bailey. Together they had the following children:

• William Bailey; born 1720
• Robertson Spooner Bailey; B 1720
• Rebecca Bailey; born 1722
• Jeremiah Bailey. born 1709

Phoebe married William Bailey circa 1706 in the Province of Virginia. Together they had the following children:

• Robertson Spooner Bailey; b 1720
• Rebecca Bailey; b 1722
• Ann Wood; b,1746 mother died 1844
• Mary Bailey; b.1692-1752
• Elizabeth Bailey. b 1692-1752

She died circa 1744 in Henrico County, Virginia, United States.
