Yisrael Ephraim Fischel Schreiber (also known as the Afsei Eretz) (1822–1898) was a Hungarian rabbi, community leader, and author. He was the Chief Rabbi of the town of Hajdúnánás (sometimes referred to as "Nanash"), in northeast Hungary.[ Schreiber was the author of a commentary on the Torah (the Pentateuch) entitled Afsei Eretz, which enjoyed wide popularity.

R. Israel Ephraim Fischel Schreiber was one of the very last students of the Hatam Sofer, served for ten years as rabbi in Hajdunanas and for fifty years as av bet din of Nanas. He was a hasid of the Ba’al Yetiv Lev in Sighet and also served as admor with any coming to him for guidance.

Schreiber was born in 1822 to Rabbi Tzvi Hirsch Schreiber of Sárospatak, a descendant of Saul Wahl Katzenellenbogen.

Schreiber's Afsei Eretz, was published in Mukachevo (Munkatch) in 1880 and reprinted in Brooklyn in 1976. In the book the title page informs that it was corrected and brought to press by R. Menashen Simhah Friedmann, son-in-law of the author. There are introductions by R. Friedmann and R. Naftali ben Zevi Schreiber, the author’s brother, giving the family’s history, and the author’s zeva’ah, given by R. Shalom of Brezno (Nagyberezna). The text of Bersishit follows, and then, with a separate title page, that of Shemot, both in two columns in rabbinic lettes.. Part two was not printed on the remaining books of the Torah was not printed until 1911.

Schreiber's son, Rabbi Shalom Schreiber 1855–1929) was the Chief Rabbi in Nagyberezna, Hungary (presente part of Ukraine).

Yisrael Ephraim Fischel Schrieber died in 1898, and his son-in-law, Rabbi Ben-Zion Halpert (died 1918) succeeded him as Chief Rabbi in Hajdúnánás.
