<p>The birth certificate for this individual was never submitted . The doctor who delivered Marvin Fulks was an Uncle John Peter Hale, he gave the birth certificate to Marvin's mother, she was supposed to have submitted it, this is how I understand the story.</p><p>In 1998 Marvin applied for a passport and had trouble,because of this birth certificate. He now has a micro fish copy of that original, I believe he had from the army. I saw it and it was a negative, print.
