Gen. I ‐ Richard Allen and Elizabeth of New Kent Co., Virginia Colony

Our ancestor is Richard Allen of New Kent County, Virginia. He is mentioned many times in the “The Vestry Book of St. Peter’s Parish” along with many members of his family. His descendants have been tracked many times. My report is about his ancestry. Being a wealthy man, he was often listed as a vestry man, and later elected as one of the two church wardens who oversaw the parish’s affairs—one of the county’s highest offices. According to the vestry book, he was reimbursed from the church coffers for caring for two children: Mary Holt, a daughter of someone’s mixed race relationship, and George, a child of an unwed mother. The parish records start too late to have included his own children’s births, but seven black children he owned were baptized by the church. About 1717, according to deeds, Richard purchased land just across the Chickahominy Swamp in neighboring Henrico County.1 Then by 1727, presumably after his death, two more black children were baptized under the ownership of Mrs. Elizabeth Allen, who was no doubt his wife, if not the mother of his children.

Richard Allen’s parents were William Allen and Sarah nee Holt.

The following information is from "Allens of the Southern States":

Richard Allen, Sr., was a land processioner in New Kent County in 1689.

Richard Allen's last name was sometimes spelled "Allin". He was assigned to two groups for the first recorded processioning of land in St. Peter's Parish, New Kent County, Virginia, in 1689. His partners in the first gorup were: Mr. Henry Wyatt, John Really, James Sanders, Margaret Price, Francis Warren, and Henry Tucker. In the second group he was listed with Henry Strainge, Henry Martin, John Tandy, William Moss, and William Meanly.

Mr. Richard Allen was a staunch member of the official Church of England, which leaves little doubt that he was of English extraction. Except for two terms as church warden in 1706-1707 and 1718-1719, Richard Allen was a vestryman continuously from June 1704 until his death there in 1725. His name was among those listed regularly as present at the vestry meetings. Mr. Allen was a member of the committee to determine the dividing line between St. Peter's and St. Paul's when the latter parish was formed in July 1704; and he was probably the same Richard Allen referred to in the following entry from "St. Paul's Vestry Book":

"Mr. Rowland Orsley and Mr. William Meriwether being appointed to procession the parish line, made this return, viz, we the subscribers have processioned the within mentioned Parish Line the 20th day of 9ber, 1711 in company with the Gentlemen appointed, Richard Allen and John Parks." Singed by Rowland Horsley, William Meriwether

Richard Allen was mentioned frequently in St. Peter's Parish Vestry Book for various reasons. In 1708 he and Mr. William Waddill were "allowed expenses for going to town, two journeys, 100 pounds each for each journey". About the same time. Mr. Richard Allin was paid 90 poundsfor three bottles of wine. In May 1713 Mr. Richard Allin was given 500 pounds for taking care of Mary Holt one whole year. In November of 1713 and again in November 1717, Richard Allin was given an allowance for taking care of Mary Holt. In 1719 Richard Allin and Elizabeth Clarkson were each given an allowance for taking care of Mary Holt for a part of the year. On September 29, 1721, 1,100 pounds was paid to Mr. Richard Allin for keeping a bastard child until the child came of age.

St. Peter's Parish Register records show the birth of nine slaves, seven "belonging to" Mr. Richard Allen and two born after Mr. Allen's death "belonging to" Mrs. Elizabeth Allen. The birth of a child, George, is also recorded; and he was probably the child for whom the parish vestry paid Mr. Allen 1,100 pounds to care for until he "comes of age". The Register listings were as follows:

Phil, a mulatto, born August 15, 1698
Jack, a negro, born April 1704 James, a mulatto, born October 3, 1704 Nanny, a negro, born 7ber 1711 Ned, a negro, born June 20, 1713 Hannah, a negro, born May 8, 1717 Mary Holt, a mulatto belonging to Mr. Allin departed this live Xber 24, 1718 George, a child, born 10ber 25, 1721 Aggey, a negro girl, born May 27, 1725 Edmund, a negro of Mrs. Elizabeth Allen, born February 26, 1726/27 Sam, a negro belonging to Mr. Elizabeth Allen, born March , 1727/28

Deed records show that Richard Allen, Sr., of New Kent County, purchased a tract of land in Henrico County from Benjamin Woodson. On the same day William May also from New Kent County, purchased a tract of land from Benjamin Woodson's brother, Tarleton Woodson. Mr. Allen and Mr. May witnessed each other's deed. Descendants of William May and Robert Allen later intermarried in North Carolina. Another deed, recorded after the death of Richard Allen, proves tat he purchased at least two tracts of land in Henrico County:

6 May 1717. Benjamin Woodson of Henrico County, for several good causes, him thereunto moving but mor expecially for the sum of 30 pounds sterling money of England, deeds to Richar dAllen of the County of New Kent a parcel of land with a plantation thereon situate lying and being in the County of Henrico on the south side of Chickahominy Swamp, containing 200 acres being bounded as follows: to wit, beginning at a corner pine of Nowell Burton, thence down Burton's line to the main run of Chickahominy Swamp, thence up the run to Thomas Williamson's corner maple, down his line to a corner red along a line of ..... trees to a corner pine along a line of trees to the first mentioned corner pine. Witnesses: Thomas Clark and William May, both of new Kent County. Signed "his mark, Richard Allin, Senr." (Deeds and Wills, 1714-1717, pp. 167, 168, Henrico County, Virginia).

May Court 1722. Richard Allen, a deed to William Hudson, acknowledged and ordered to be recorded. (Henrico County Court Order Book, page 173).

7 July 1746. Charles Winfree of St. Peter's Parish in New Kent County, deeds tu julius Allen of Varina, Henrico County, for 36 pounds, 150 acres in Henrico County on the south side of Chickahominy Swamp, 100 acres of it being the land Nowell Burton sold to Richard Allen, decd.

Richard Allen owned 550 acres of land in New Kent County in 1704. He purchased 200 acres from Benjamin Woodson in Henrico County in 1717 and another 100 acres from Nowell Burton at some time, making a total of 850 acres known to have been owned by Mr. Allen. He made a grantor deed to William Hudson, acknowledged and recorded in Henrico County Court Order Book (May Court, 1722, page 173), but the amount of land sold was not specified in that order. It is inconceivable that a man of his age and wealth would not have left a will to protect a wife and other heirs, because, under the laws of primogeniture, the oldest male descendant would have been the sole heir in the absence of a will. If Mrs. Elizabeth Allen was the widow of Richard Allen, the fact that she owned slaves may indicate that he did make either a will or a deed of gift to her and that those legal instruments must be among the many "lost records" of Virginia. The deed of Charles Winfree and his wife Jame implies that they had inherited land which had been purchased by Richard Allen before his death. That would have required a written will or a deed of give, had Mr. Allen had a male heir.

January 2, 1715/16, Vestry Meeting of the Upper Church: By a petition of Mr. Alexander Cock, it is ordered that Henry Bowe, Thomas Dick, Richard Allen, and John Hudson assist said Cock in clearing a road from Possum Point into the main road, leading down country, below Basset's run and that when the said road is cleared they are return to their former precincts.

Later in 1719 Richard Allen was one of the overseers of the land processioning in St. Paul's, and he filed the following report which had no date but was recorded in the vestry book with other reports for the fall of 1719:

The land of Richard Allen, Thomas Johnson, Widow Cammel, William Walters, Francis Clark, and John Killcrease being one precinct of which Richard Allen and Thomas Johnson were overseers who made this return. Signed by Richard Allen.

Vestry Meeting, October 4, 1723. Ordering Charles Moorman to succed Jere Parker, deceased, in the orad he was surveyor of. Ordered that he have to assist him in maintaining the said road William Webb, Thomas Johnson, Richard Allen, John Killcrease, Francis Clark, John Smithin, Thomas Rowland, William Thacker, John Ragland, Stephen Ragland, Timothy Sullivan, Timothy Reach, and William arris, with all their male tithables. Richard Allen lived approximately from 1654 to 1701. His wife was Elizabeth Walker and among their children was Judith Burton, born 1694.

Some records show that Samuel Allen (1659 - 1703) was the spouse of Elizabeth Walker. If this is true, then Richard Allen and Samuel Allen must have been the same person.

Both Richard Allen and Samuel Allen were children of Valentine Allen (1630 - 1712) and Mary Allen Page (1630 - 1694). [NOTE: Valentine Allen, of Old Rappahannock did not have a surviving son Richard & their son Samuel died without issue. Valentine and Mary appear to have had a child named Judith Allen (1668 - 1683), who married Francis Burton. [?? Is this a mixup?)

Elizabeth Walker was shown to be the mother of Judith Burton, born 1694, in a different Geni.com profile. In this same profile, it shows that Elizabeth was married to: Richard Allen, Samuel Allen, and Robert Allen. My suggestion is that she was never married to Robert Allen, and either Richard and Samuel are the same person or she was never married to Samuel Allen. If Richard Allen is a different person than Samuel Allen, I suggest that they were brothers, as they were at the same location, similar age, when Henrico County, VA was being settled. This would require further research to prove.
