Richard Garrod was born on January 24, 1920 in California, United States. His parents were Ralph Garrod and Emma Garrod (Stolte). He was a paratrooper (in the US Army) and a legislative advocate.

Richard married Edna Garrod.

He died on February 15, 1988 in Sacramento, California, United States and was buried in Madronia Cemetery, Saratoga, Santa Clara County, California, United States.
