Ruth was born in Simsbury, Hartford, Connecticut, on 15 December 1743. She is the daughter of David Phelps and Abigail Pettibone.
Josiah Case of Simsbury was a Captain of Simsbury Militia who was considered a Tory. At least two formal accusations against Josiah were filed with the Connecticut Assembly, but he apparently went on living in Simsbury for at least most of the war. He later moved to Guilford, Connecticut, and then to Vermont.
