Samuel Lewis Hays (20 October 1794 – 17 March 1871) was a nineteenth-century politician in Virginia. Hays was born in Harrison County near Clarksburg in what later became the state of West Virginia. He was married to Roanna Arnold in 1817 and moved to Lewis County (later Gilmer County) to pursue agriculture in 1833. He served in the Virginia House of Delegates. Following Roanna's death in 1841, Hays married twice more: first to Nancy Covert (died 1863) and then to Emma Fletcher. Hays was elected as a Democrat to the 27th United States Congress, serving from 1841 to 1843, and made an unsuccessful bid for reelection in 1842; however, he later served as a delegate to the Virginia Constitutional Convention of 1850. During his service as a Representative, Hays sponsored the admission of Thomas "Stonewall" Jackson as a cadet to the military academy at West Point, and also urged the building of the Parkersburg-Staunton Turnpike. He later laid out the town of Glenville in 1845. Hays moved to Sauk Rapids, Minnesota, in 1857 and was appointed Receiver of Public Moneys by President James Buchanan. He served in this capacity until 1860, at which time he resumed his agricultural interests. Following his death in 1871, Hays was interred at the Old Benton County Cemetery in Sauk Rapids.

U.S. Congressman. He engaged in agricultural pursuits and was a member of the Virginia State Assembly, 1833. In 1841, he was elected as a Democrat to the Twenty-seventh Congress, serving until 1843. An unsuccessful candidate for reelection, he was appointed by President Buchanan receiver of public moneys at Sauk Rapids, Minnesota, serving (1857-60) and resumed his agricultural pursuits until his death.

1.SAMUEL LEWIS HAYS

   Traditional family history states that Samuel Lewis Hays was an

out of wedlock son of Edward Jackson, who was married at the time of

Samuel's birth and that the influential Jackson family arranged the

marriage of Samuel's mother, Elizabeth McCullough, to John Hays.

Elizabeth and John were married August 17, 1794 and Samuel was born

October 20, 1794 in Harrison County.

   Samuel Lewis Hays was born in Harrison County October 30,  1794

and died at Sauk Rapids, MN March 17, 1871. He married Roanna Arnold

in Harrison County June 15, 1817. Roanna, a daughter of George and

Elizabeth Roanna (Prunty) Arnold, was born in Harrison County VA (WV)

August 25, 1798 and died in Lewis County Va (WV) June 12, 1841. After

Roanna's death Samuel married Nancy Covert October 13, 1842. Nancy

was born in 1798 and died in 1863. Samuel married a widow, Emma

(Hand) Fletcher, for his third wife.

   Samuel bought 100,000 acres of land in Western Virginia for $107

February 21, 1832. He moved his family to Glenville, Gilmer County VA

(WV) in 1837 to live on his land. He served in the US Congress in

1841-1843 and appointed Thomas Jonathan "Stonewall" Jackson to the US

Military Academy.

   He was appointed Receiver of Public Money of the land office of

Minnesota and was performing that function when he died.
