PETITION TO GEORGE WASHINGTON

Sarah Leitch petitioned George Washington, on her own behalf, and on behalf of her infant brother, James Frisby Leitch. Her petition was laid before Congress on 25 Jan. 1791 and was referred to the secretary of war for report. Knox reported on 15 Feb. 1791 in favor of granting the request. The House of Representatives resolved to grant the petition on 26 Feb. 1791 (DHFC, 3:715, 744). It is not clear whether this resolution was carried out. On 30 June 1834 Congress resolved to pay to the legal representatives of the late Margaret Leitch, widow of the late Major Andrew Leitch, a major in the army of the revolution . . . the seven yearsâ half pay to which widows and children were entitled by the resolution of Congress of the twenty-fourth of August seventeen hundred and eighty (6 Stat., 590) [The Papers of George Washington, Presidential Series, vol. 7, 1 December 1790, 21 March 1791, ed. Sarah Leitch married John Addison. To the Honorable the President and Congress of the United States of America [25 January 1791]

Sarah Leitch, and James Frisby Leitch Infants and Children of Major Andrew Leitch by this their humble petition beg leave to Shew.

That their said father being a Merchant and possessing but a small Capital was in a great degree dependent on his personal exertions for the support of himself and his family, but actuated by Zeal in the cause of this Country entered into the Army of these States, and in the year 1776 Sacrificed his Life in executing the orders of his General—Your Petitioners on this Subject can only relate the information they have received from others, but, for the truth of these facts they are told, they may appeal with confidence to the knowledge of the Commander in Chief.

Your Petitioners further shew that the additional Misfortune of losing their Mother soon afterwards left them altogether dependent upon the bounty of friends, and while they contemplate these Melancholy Events they cannot but hope they shall receive from the Humanity and generosity of this Government the same compassion that they are informed others have experienced in similar circumstances. They humbly intreat therefore that the half pay of the Commission possessed by their said Father, may be extended to your Petitioners commencing from the date of his Death, or for such other provision as you may think most proper.

B. for his services as a Major in the Contl. line for the term of one year and nine months in addition to what has been already received. David Campbell, Gov.; District of Columbia, County of Washington. Be it remembered that on this 29th Jan., 1845, personally appeared before me a J. of P.; Dr. Gragton Hanson, who made oath that the late Mrs Sarah Addison was the daughter of Major Andrew Leitch, an officer of the Navy of the U.S. during the Rev. war, and that she was the only heir at law of said Andrew Leitch.

That the said Mrs. Sarah Addison died in the year 1842 in Prince George county, Md. leaving the following children, who are still alive:--Walter D., Andrew L., James L., Anthony, and John Addison, James Lingan Addison, Samuel R., Elizabeth D. and Harriet Addison (married Dr. John H. Bayne of Prince George county, Md.) and Mar-garetta Addison. Sworn to before me, B. K. Morsell, J. of P. Teste, William Brent, Clerk.; Prince William Co., Va. John Williams clerk of the court, certified that no will is of record in his office from 1731 to the present time, of Andrew Leitch, and that Thomas Aitken qualified as Admstr. of said Leitch, 2 June, 1777; that the estate was inventoried and admitted to record, 4 Apl., 1780. Signed, J. Williams, 22 May, 1846.; I hereby empower Samuel Reeve of Richmond, Va. to receive from the Register of the land office, warrant or warrants due for the service of Andrew Leitch as Major in the Rev. war. Signed, A. Addison, Washington Co., D.C. Anthony Addison acknd. the above power of Atty. before Zach Walker, J. of P. 20 July, 1846.; Walter D., James L., Elizabeth D., John, Samuel R., and Margaretta Addison, John H. Bayne and Harriet Bayne, his wife, formerly Harriet Addison, of Prince George Co., Md. appointed Anthony Addison one of the heirs, as their Atty. as children of Sarah Addison, late of said county, who was heir at law of Major Andrew Leitch.
