to Sergeant James Madison, United States Army, for extraordinary heroism on 2 March 1865, while serving with Company E, 8th New York Cavalry, in action at Waynesboro, Virginia, for recapture of General Crook's headquarters flag.

Civil War Congressional Medal of Honor Recipient. Born James Congden he served as a Sergeant in Company E, 8th New York Calvary, Union Army under the name of James Madison. At Waynesboro, Virginia, March 2, 1865, when Confederates over ran the Union position, Sergeant Madison recaptured General George Crook's headquarters flag. For bravery in the face of the enemy, he was awarded the Medal of Honor on March 26, 1865.
