3rd Baronet of Hawstead Place, Hawstead, Suffolk and Hardwick House, near Bury St. Edmunds, Suffolk. He was the first son of Sir Thomas Cullum, 2nd Baronet, of Hawstead Place and Hardwick House by Dudleia, daughter of Sir Henry North, 1st Baronet, of Mildenhall, Suffolk. He was educated at Bury St. Edmunds and St. John's, Cambridge.
On September 3, 1681, he married Anne, daughter of John Berkeley, 1st Baron Berkeley of Stratton. His second marriage on June 12, 1710, was to Anne, daughter of James Wicks of Bury St. Edmunds.
Sir Dudley's grandfather became wealthy as a London Draper and he purchased Hawstead and Hardwicke in 1656. He was the only member of his family to enter Parliament.
