The second Richard Tempest is discussed in volume 1, pp. 124-127.
This is Richard of Bracewell, Waddington, and Bealreaper.  He was,
with his brothers John and Nicholas and Thomas Talbot, a betrayer of
Henry VI, near Waddington.  He married 1st Sibyl, daughter of
Margaret, widow of Sir Richard Hoghton and 2nd Ann, daughter of Thomas
Lord Clifford (again, EBT cites Dugdale’s Baronage).

If I have calculated correctly, the two Richard Tempests were first
cousins, one removed.
