This is probably the Stephen who complained (to the Church) of the liaison in 1768 between William Tugwell of Beverstone and Elizabeth Tugwell, single woman. William is this Stephen's nephew and Elizabeth would then most likely be his daughter - therefore first cousin to William. This 'liaison' produced a son, Lewen.

Stephen Tugwell, yeoman, of Westonbirt signed a will 16.2.1766 mentioning wife Elizabeth; daughters Mary (Tombs), Ann, Alice, Elizabeth; sons William, Thomas and Humphrey;

brothers in law William Hillier and John Fowler are appointed trustees, thereby confirming Stephen's relationship to the Tugwells of Beverstone and Hilliers of Shipton Moyne, and the children baptised at Norton Coleparle.
