Mgr Joseph-Romuald Léonard was third bishop of Rimouski. He was ordained in Rimouski on 25 Feb 1899. He was secretary to the bishop from 1896 to 1904. He then served as priest at the following parishes: Saint-Damase, Saint-Octave-de-Métis and Mont-Joli. He became bishop on 25 February 1920. He focused on vocations and colonization. Due to ill health, he resigned as Bishop of Rimouski on 27 November 1926 and was made titular bishop of Agathopolis while remaining administrator of Rimouski until 1928.
