He gave consent on his daughters' marriage bond in 1782 in Henry County, Va.

Waters died in Georgia in 1803.
Is he buried here or in Ga. ? ? ?

Info below from Linda Ellis:
Waters Dunn and wife Sarah Gatewood are my direct ancestors and I have researched them many years.
Waters Dunn died Bet. 03 Dec 1802-12 Apr 1803 in Columbia County, GA. First date is from documents that he signed, so he was alive at that time.
There is proof that both he and his son Waters Dunn were living in Columbia County, GA. Both he and his son are noted together in certain records still in existence in the Columbia County, GA Courthouse. Waters Dunn, Sr. is mentioned in a lot of early records in the Columbia Courthouse. He remarried after wife Sarah's death to Ann 'Fargarson' in Columbia County, GA and they had a daughter named Ann.
He bought land in Richmond County, GA as early as 1788, and Waters is listed on early land plats near Thomas Dunn, which may have been his brother Thomas.
On April 5, 1790 he received a land grant in Richmond Co. GA

Note: Columbia County was formed by an act of the Legislature of Georgia on December 10, 1790 from part of Richmond County (which was one of Georgia's original seven counties; St. Paul's Parish became Richmond County in 1777).

Columbia Co. GA deed: signed 30 May 1797 registered 9 June 1802 (in the newly formed Columbia County)
Deed of Trust Waters Dunn, Sr. to Wm Dunn, 4 negro slaves in trust for Milly Satterwhite, wife of Wm. Satterwhite and now in her possession. At her death, slaves and their increase to be divided between her children: Sally, William, Thomas, Betsy, Nancy, and Polly, or the survivors of them.

There is no proof of exactly where he is buried.
It appears most likely that he is buried near Appling, GA in the area called 'Happy Valley' but a subdivision now covers most of the area where his land lay. There are a few old tombstones still within a small area in the subdivision, if they too haven't since been removed and a McMansion or two built over the graves.

Gravesite Details
I am not sure he is buried here.
