About Wenceslao Lagumbay

Senator Wenceslao R. Lagumbay was born to Eufemio Lagumbay and Maria Rancap on September 28, 1913 in barrio of San Juan, Kalayaan (formerly Longos), Laguna.

After acquiring his secondary education from the provincial high school of Pagsanjan, Laguna, he came to Manila and worked as an advertising poster artist. With his meager wage, he enrolled at the Far Eastern College ( Far Eastern University ) where he earned his pre-law title. He became the accountant of an importing firm owned by his American benefactor, who also operated a chain of showhouses and later appointed him theater manager. He obtained his Commerce degree from Far Eastern University, subsequently passing the CPA examination. He earned his degree of Bachelor of Laws from Manuel L. Quezon school of Law and then passed the Bar soon afterward. He left for the United States and enrolled at George Washington University where he took up his Master’s degree in Comparative Law.

He distinguished himself in the field of public service, first as a three-term member of the House of Representatives and later, as a two-term member of the Senate (1965-1971).

A strong advocate of honest and efficient Government, he exposed many anomalous transactions, among which is his exposé of huge shortage and losses incurred by the Central Bank in margin fee collection and purchases and sales of foreign exchange.

He authored important measures like the World Confederation Law and the law creating the Rizal Centennial Commission.

He was married to Adelaida del Carmen. He died on September 3, 1995.
