He was educated between 1844 and 1848 at Harrow School, Harrow on the Hill, London, England.

He matriculated at Trinity College, Cambridge University, Cambridge, Cambridgeshire, England, in 1848.

He held the office of Member of Parliament (M.P.) (Liberal) for South Northumberland between 1852 and 1885.

He held the office of Member of Parliament (M.P.) (Liberal) for Northumberland, Tyneside Division between 1886 and 1892.

He lived at Bretton Hall, Yorkshire, England.

He was also known as 1st Baron Allendale, of Allendale and Hexham, co. Northumberland [U.K.] as of 20 July 1906.

The Times stated that "he was the owner of large estates and lead mines in Allendale and Weardale, and in the 'sixties was reputed to be one of the wealthiest commoners in the country. It was said that he could walk some 30 miles in a direct line over his own lands in Northumberland and Durham."
