William George Hervey Jolliffe, 4th Baron Hylton of Hylton was born on 2 December 1898.
He was the son of Hylton George Hylton Jolliffe, 3rd Baron Hylton of Hylton and Lady Alice Adeliza Hervey. He married Lady Perdita Rose Mary Asquith, daughter of Raymond Asquith and Katharine Frances Horner, on 14 January 1931.

- Aide-de-Camp to the Governor-General of Canada between 1921 and 1923.

- Held the office of Justice of the Peace (J.P.) for Somerset
- He gained the rank of DAQMG between 1939 and 1941 in the London District.
