In July 1929 the autotank regiment of the Latvian army celebrated its 10th anniversary. Among the foreign dignitaries attending the festivities was Major Mahlapu from the autotank regiment of the Estonian army. Unfortunately, none of the three Latvian newspapers covering this event gives the officer' s name.
Can anyone help me ?

I think he could be Johann (Johannes) Mahlapuu http://prosopos.esm.ee/index.aspx?type=1&id=21780 born on 3. March 1888 Lõve, Viljandimaa

Father's name: Peter / Peeter
