On reflection I believe William Thomas Neal was known as William Neal as per his marriage and death certificates and obituary
His birth certificate is NEAL WILLIAM T 4466/1857 THOMAS MARY A BATHURST

His father was Thomas

Mary ann Neal was born in 1883

William T Neal l then married Harriet Jane Price in 1890 - see 5844/1890 NEAL WILLIAM PRICE HARRIETTE ORANGE and they had the children Walter Thomas George Ernest etc

Mary Ann Neal died 1938 age 79 and was known as Mary Ann Brown her son Harold Brown supplied the death certificate information

Mary Ann Neal's birth certificate states "mother is a married woman living apart from her husband and cohabiting with another man so she was illegitimate

I think we are both saying the same thing
