Daughter of Phillip J and Augusta 'Carleton' Penny. On September 15, 1890 she married Haley Henry Tinsley in Ray Co. Their children were: James H Tinsley, Lula C Cathey, Jessie Ermine Kohl, and Mrs William Reineking. They moved to Chillicothe from Unionville, MO in 1913. She was a member of the First Christian Church.

She was blessed with 7 grandchildren and 10 great grandchildren.
