Born in Malabon, Rizal, on January 3, 1893; son of Lucino Paez and Elena Naval; graduated as B.A. from the Unviersity of the Philippines, 1915, and as LL.B., from same university, in 1918. He entered the Bureau of Justice in 1924; rendered valuable services as investigator of election frauds; was chairman of committee to reorganize different bureaus and officers under the Department of Commerce and Communications, 1932; chairman, Anti-Usury Board, 1933; assistant manager and secretary-treasurer, National Development Co., 1934; secretary, The National Rice and Corn Corporation, since 1936; and assistant to the manager, same corporation, since 1937. HE was also acting manager of the National Development Co., 1936-37.
