The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Corporal Edward (Edwin) Parsons Van Winkle, United States Army, for extraordinary heroism on 29 September 1864, while serving with Company C, 148th New York Infantry, in action at Chapin's Farm, Virginia. Corporal Van Winkle took position in advance of the skirmish line and drove the enemy's cannoneers from their guns.
