He was born near Minden on the Wiser, Westphalia, Prussia and came to the United States with his parents in 1842. He taught school for a short time. Attended what is now Gettysburg College and studied medicine at the University of Maryland and Long Island College, graduating in 1864. He was a surgeon in the Union Army and opened his practice of medicine in Harrisburg, PA in 1865. He sailed to Europe in August 1870 on the ship "City of Washington." He was surgeon in the German Army during the Franco-Prussian War 1870-71. He resigned on July 15, 1871. He received a medal from the German emperor for his services. He then toured Europe before returning to his medical practice in Harrisburg in 1872. He arrived in the New York on November 11, 1871 on the ship "Weser" from Bremen. He married Mary Rebekkah Keefer of Harrisburg on November 11, 1875 in Harrisburg. They had son an adopted John Howard Rahter, who also practiced medicine in Harrisburg. Charles served for three years on the Harrisburg school board and other organizations.
