About Dr. Patrick Joseph Garland CMG

Patrick Joseph Garland was one of ten children born to Edward and Elizabeth Garland. His father, a Divisional Auctioneer who ran the auction house at 8 Merchant Quay, Dublin was well known in commercial circles in Dublin. Patrick attended Belvedere College and attended Catholic University, Dublin. He qualified as a surgeon with the Royal College of Surgeons -Dublin, completing medical studies and undertaking hospital internships in Dublin. He was registered as a medical practitioner in Ireland and in London. His registration as a Physician was complete, May 24 1892. °
His career in the British Colonial Service began in 1894. He was based in West Africa. He was acting district colonial surgeon. Kita ... [Kwitta or Quitta], 1896 & acting district colonial surgeon, Axim, 1898, then appointed Senior Medical Officer for the Northern Territories West Africa in 1899 and as an Assistant Colonial Surgeon Gold Coast 1901 and 1903-11. On 25th April 1904. Dr Garland was appointed district commissioner of Axim District, 1901; deputy Principal Medical Officer, 6th July, 1904; acting as Principal Medical Officer from August 1901 to February 1902, in August 1905 and from January to August 1907. °
Dr. Garland served on the Fra Fra expedition, under Captain Donald Stewart, June and July 1899; being specially mentioned in despatches; then served on the Neutral Zone Expedition, February 1900; once again being mentioned in despatches; on the Fra Fra expedition of March 1900; serving during the Ashanti rebellion and during the siege of Kumassi; acted as Principal Medical Officer to the column during the retirement of Sir F.M. Hodgson, Governor. ° He was Deputy Principal Medical Officer, Accra, Gold Coast. He received 'the thanks' of the Secretary of State for services during an outbreak of plague at Accra, West Africa, 1908. °
He was awarded the Arnott Memorial Medal, 1913, which had been founded by one -Mr. Arnott, one of the Captains of Irish Industry; and awarded annually for an act of heroism or distinguished service, for an act performed in the discharge of duties either in civil life or in one of the naval or military services at home, on the high seas or abroad, or for achievement in medicine or medical research. °
He was Medical Officer, Dunganstown Dispensary, Rathdrum Union, County Wicklow.
Listed P. O. addresses included professional &c. a physician and surgeon -262 High Street West Ham, London E.15 in 1925; listed by his nephews Thomas Aloysius and Dr. Leo Henry Garland who studied in London and separately for their passenger listings in the1920s, the former to Borneo, latter to California. °
The London Gazette, April 24 1903, p. 2605 contained a report filed by the Commanding Officer Capt. D Stewart to the Colonial Secretary, Accra, West Africa as follows: '.. I beg to propose that all men and officers who were present and took part in the late Fra Fra expedition, who are not entitled to the West African Medal just granted, should be included in that roll, and a clasp be given, if possible, for Sapiri. .. [np].. It is also with great pleasure have to bring to the notice of His Excellency the Governor the excellent work and soldierlike way in which all Officers did their work on this expedition. No individual had any particular chance of distinguishing himself, but I am sure from the way they worked that if the opportunity had arisen it would have been eagerly seized.
I have to thank the officers mentioned below for their assistance and loyal co-operation which enabled the expedition to have a successful ending. It is due to them that it was so. The following are the names of the Officers .. [incl.] .. Assistant Colonial Surgeon P.J. Garland. I must also bring to the notice of His Excellency the Governor an act of the greatest gallantry. On Captain Tamplin-Green .. [listed, above] .. being struck in the chest by a poisoned arrow (one with a red tip, which are the most virulent) Assistant Colonial Surgeon Garland, without the slightest hesitation at once proceeded to suck the wound, of course at the greatest risk to himself and continued to do so for seven or eight minutes, until he had extracted all the poison that he could. .. [np] .. This action of his I have little hesitation in saying was probably the saving of Captain Green's life, who, even as it was, had a very narrow escape from death, the result being in doubt for two hours.' °
