Dr. Bell was born on November 27, 1858 on the family farm near Hatch, Ralls County, Missouri. He was the second son of James William Bell and Josephine Amanda Tipton.
He was educated in rural Ralls County schools and he taught five years in those schools. He left and moved to Columbia, Missouri. He took pre-medical classes at the University of Missouri, Columbia, Missouri. He graduated with a medical degree from the Missouri Medical College, St. Louis, Missouri in 1886.
He married Jennie Davis on March 25, 1891. He was the father of six children, but only three lived to adulthood.
His medical practice began in Martinsburg, Missouri and he moved to Florida, Missouri. On January 8, 1890, he moved to Stoutsville and he remained there the rest of his life. In 1907, he took post graduate studies at the Chicago Graduate School of Medicine. He was a member of the local and state medical societies as well as the American Medical Society.
He was highly regarded as a fair and honorable man as well as a fine physician. He was a civic leader and a very active member of the Methodist Church, Stoutsville. His family were early pioneers in the state of Missouri.
