"England and Wales Census, 1871", database with images, FamilySearch (https://familysearch.org/ark:/61903/1:1:VFJD-7WN : 23 June 2017), Emily K J Cock in entry for James Cock, 1871.

1881 Census? Father James died in 1879, mother Emily unknown. No entry found for Emily Kate in 1881 Census. A Kate Cox with matching DOB and place of birth (Islington), working as a servant in Stoke Newington, aged 16, seems to be a likely match.

Marriage to William Edward Collins - 1884

Records on BMD, Ancestry and FamilySearch record a marriage between Emily Kate Cock and William Edward Collins in the March quarter, 1884, in Chelsea registration district.
Volume 1A; Page 458; Line Number 48
The entry for Emily can be seen via BMD here: http://www.freebmd.org.uk/cgi/information.pl?cite=oMbrfhT%2BC1vVTnp...

Further to this, a Rootschat member supplied the date and place of marriage: 26/1/1884, Kensal Green. (Parts of Kensal Green are part of the Royal Borough of Kensington & Chelsea, and part of the county of Middlesex. https://en.wikipedia.org/wiki/Kensal_Green#History

1890-95
Brother Albert Edward changes his name to Collins before enlisting in the army on the 1st May 1890, but gives his sister's name as Mrs Kate Cox at some point during his service (i.e. before 1895), living at 82 St James' Road, Forest Gate (which is within regn. district of West Ham.

This seems to indicate that Albert decided to take his brother-in-law's surname. Before or after marriage?

(As a side note, the family at 82 St James Road in 1891 was that of Robert Pearson. Robert Pearson's wife Jeanette (nee Barns) was born in St Germans, Cornwall in 1845 (birth registered as Jennet Wooding Barns, mmn Woodward).)

1891 Census (from Rootschat):
49 Cruickshank Road, West Ham. https://goo.gl/maps/gWTiuYEGNCQ2
William Collins 27 carman born Hackney;
Katie Collins wife 26 born Barnsbury [must refer to 5 Barnsbury Square, Islington, father James' address at time of marriage];
Kate Collins daur 1mo born Stratford.

1901 Census, Vicarage Road, West Ham:
William Collins 39 Grocer's Carman born Hackney
Emily K - wife 38 born Beds. St Albans
Emily K - daur 10 born Stratford
Ivey G - daur 3 born Stratford
Charles Latham - Bro-in-law 31 Carrier's clerk born Crewe, Cheshire
Alice M Latham - visitor 7 born Stratford

Sometime before July 1904, brother Albert and his wife Martha arrived in London from Cape Town (presumably with their 2 infant sons) and Martha gave birth to her son Cecil Christopher, during this stay.
Cecil was born at 20 Corporation St., West Ham (Plaistow).

Martha's address on Cecil's birth certificate is given as 146 Caistor Park Rd, Plaistow, so it seems likely that one of these addresses is that of Emily (Kate) and William.

Information from London Borough of Newham, Heritage Local Studies, per email 13 Feb 2018, says that William Collins was on the electoral register at 22 Corporation Street in 1904/5 - but no variation on Cock or Collins at 82 St James Rd or 146 Caister Park Road.

1911 Census finds Kate aged 47, in West Ham, with husband William and daughters Kate, Alice and Ivy, as well as a nephew, Harry Tweby (must be on William's side?), a 17-yr-old lodger, Burt Rodgers, a 6-year-old "visitor", Lily Cohen, and a servant.
The two eldest daughters appear to be involved in corsetry manufacture.
"England and Wales Census, 1911," database, FamilySearch (https://familysearch.org/ark:/61903/1:1:XWX1-DGV : 2 August 2017), Kate Collins in household of William Collins, West Ham, , Essex, England; from "1911 England and Wales census," database and images, findmypast (http://www.findmypast.com : n.d.); citing PRO RG 14, The National Archives of the UK, Kew, Surrey.
NOTE: "Harry Tweby" is a mystery. No variations on that name can be found onGRO in 1885-6.

1935 - Death record on GRO:
