Haim S. Eliachar, a developer who was a founder and the first president of the American Sephardi Foundation, died of lung cancer on Tuesday at his home in Boston. He was 61 years old and also had a home in Edgartown on Martha's Vineyard.

Mr. Eliachar was born in Jerusalem to a family that had settled in the holy land in the 15th century after expulsion from Spain. He was a graduate of the University of California at Los Angeles.

In 1962 he formed the Development Corporation International, which built a 915-home complex in Lima, Peru, among other projects.

He also built residential and commercial properties in Puerto Rico, the Virgin Islands, Mexico, Ethiopia and Israel. And he developed projects in New England, New Jersey, Maryland, Florida, Kansas and Texas.

He was a past vice president of the World Affairs Council and was a former chairman of the Boston Chamber Music Society.

Surviving are his wife, the former Joan Rosenfield; his mother, Pauline, of Los Angeles; two sons, Larry, of Medford, Mass., and Joseph, of Marshfield, Mass.; a daughter, Lora, of Brookline, Mass., and a sister, Rica, of Los Angeles. SOURCE: New York Times
