Son of Francis (Sr.) & Agnes Woodson Watkins. He attended Hampden-Sydney, Washington College, Princeton A.B. and William & Mary for law. He was married to Agnes Venable daughter of Samuel Woodson and Mary (Carrington) Venable. They lived in a house called the "The Home" which lay about a mile from his birth place, "Poplar Hill." At "The Home" he conducted a law school.
His political activities included the following:
Commonwealth Attorney 1810-1813; Member of the House of Delegates 1812-1833; Member Virginia Senate 1833-34. In 1818 he was on the commission to choose the site location for the University of Virginia. He served as a Captain in the War of 1812 and was involved with his company at the Battle of Bottom's Bridge.
