Teves was elected as a congressman for the first district of Negros Oriental at the age of 49 in 1969, but his tenure was cut short when President Ferdinand Marcos declared martial law in 1972. He was appointed officer in charge-governor of Negros Oriental by President Corazon Aquino in 1987, a year after the Edsa People Power Revolution. In 1998 he was elected to congress and served in the 11th to 13th Congresses, or for three terms, until 2007. Teves worked as an executive in several companies before entering politics, including Unitrade Inc. and Tolong Sugar Milling Co. Inc., as well as Tayasan Agricultural Farm and San Antonio Cattle, all of which are located in Negros Oriental.
