Henry Sherman Boutell, U.S. Ambassador & Congressman

U.S. Congressman. He graduated from Northwestern University in 1874, and then from Harvard Law School in 1876. He was admitted to the bar in 1879, and practice law in Chicago, Cook County, Illinois.

He was a member of the Illinois State House of Representatives, (1884-85). In 1897, he was elected as a Republican to the Fifty fifth Congress to fill the vacancy caused by the death of Edward D. Cooke, reelected to the Fifty-sixth Congress and to the next five succeeding Congresses, serving until 1911. An unsuccessful candidate for reelection, he was appointed Envoy Extraordinary and Minister Plenipotentiary to Portugal and to Switzerland, in 1911, serving until he resigned in 1913. He was a professor of constitutional law at Georgetown University, Washington, D.C., (1914-23).

He died while on a trip to Italy, at age 69.
