In his younger years, Jay worked as a clerk for his father's insurance agency in Burlington, Iowa.
In April 1942, he was living at 5402 Russell Avenue in Los Angeles, California and was working for the Hollywood Baseball Association at 7700 Beverly Boulevard. He was married; his wife was listed on his WWII draft registration card solely as "Mrs. John J. Frawley." He was 5 feet, 7 1/2 inches tall and weighed 136 pounds, with grey eyes and black hair.
A 1955 article with the Burlington Hawk-Eye Gazette about his sister's visit back home said that Jay was living in Los Angeles, and that he previously "was a Lions club organizer and worked for Radio Corporation of America before his retirement."
Like his younger brother Paul, Jay dealt with severe alcoholism throughout his adult life. Brother William, who achieved wild popularity as Fred Mertz on I Love Lucy (and was also likely dealing with alcoholism, albeit on a more functional level), paid for Jay and Paul's expenses, including their long-term care at St. John of God Hospital, a facility specifically for people with alcoholism.
